Walters was the third son of Miles Walters [q.v.], a family boasting three generations of marine artists. He studied at the Liverpool Academy. between 1820 and 1849 he worked with his father, signed "Walters and Son". He travelled in England and Holland. In 1845 he moved to London, then back to Liverpool in 1847. He exhibited at the Liverpool Academy between 1842 and 1861.
