MacNeil studied at the Massachusetts Normal Art School in Boston, at the Academie Julien in Paris with Chapu in 188 and 1890, at the Ecole des Beauz Arts with Falguiere, and in Rome under Rinehart in 1896-1899.
He was the designer for the Pan-American medal of award, the Architects League medal of honor, and the United States quarter. MacNeil made several trips to study native American. In 1900 he was commissioned by the Santa Fe Rail Road Company to do a series of portraits of the Navajo and Hopi Indians. After 1910, he devoted himself to the execution of public monuments celebrating American heros. He was married to Carol Brooks MacNeil, also a sculptor.
